You can buy vouchers for a certain rank or item on the store and you get paper or something that you click to redeem the rank.​

How could this help to improve JartexNetwork?:

If you want to buy someone a rank but don't want it to directly go to them, this can help. This mainly goes for gifts for example; birthdays.​

As Zartex said above, there is already an option for this.
After clicking the 'buy' button of a rank and going to the cart, you'll see an option which would say 'This is a gift'
Enter the username to whom you want to gift the rank.

I think he means, you buy the rank but instead of it going on your own character you get the ranks which come from crates so you choose to sell it in game or in this case send it on to his friend for a present a few days later. I think it's a good idea +1
