Hey, no need to make a bug report.
As it says in the chat, you do not have enough drugs to sell. It also shows the needed amount in the drugs menu.


If you did not already notice, it looks like this:


Drugs Info:

Needed amount: 25

Doesn't he have 60 in his slot and required amount is 25

Yes he has 60 drugs but he only needs 25 to sell.
It's a bug.
