I am not able to sell drugs

I have around 40 sylvia and when i try to sell them it says :
you do not have enough drugs to sell.
you need atleast 5 each time you want to sell.
you have 0 in inventory and 0 in pouches.

What do i do? please help

You are able to sell drugs when they are in drug pouch or compacted
