Pretty sure that it spawns cat whenever u win

It is a type of win effect where rainbow coloured horizontal lines follows the player's back wherever he goes as shown in the picture. But the cat here will be the actual player

When you win a "win effect" you have to equip it first from the Ingame cosmetics menu

Also some of the win effect are only for ranks (in this case Iron rank and above)

Now the reason you may not be seeing it must because your particles must be off (just do as said by Tarun0707 )

Now this one is doubtful but also check if your lobby particles are on in Lobby settings
as I said this shouldnt affect it but even if have particles on this might be the one affecting it
